Merz Pledges Winter Aid to Ukraine and Announces 'Coalition of the Willing' Summit
German Chancellor Friedrich Merz has pledged sustained military and humanitarian aid to Ukraine during a surprise visit by President Volodymyr Zelenskyy in Berlin. The two leaders also announced plans for a 'Coalition of the Willing' summit next week, as Germany prepares to approve additional winter relief funds amidst intensifying Russian attacks.
German Chancellor Friedrich Merz has reaffirmed Berlin’s commitment to Kyiv during a surprise visit by President Volodymyr Zelenskyy, announcing both emergency winter assistance and a diplomatic summit for next week. Speaking at a joint press conference in the Chancellery, Merz stated that Ukraine can rely on Germany as Russian attacks continue with "unremitting harshness and recklessness."
The visit, kept secret for security reasons, concluded with a formal reception featuring military honors from the Bundeswehr before the leaders moved to private talks. Merz emphasized that the outcome of the war will shape European security for decades, noting that NATO partners have agreed to provide 70 billion euros in military support for Ukraine in 2026. He urged all allies to fulfill these obligations and called on Russia to engage in serious peace negotiations.
"Our message to Russia is: It is time to end the war," Merz said, warning that Moscow’s continued aggression in the Black Sea risks further escalation and threatens global food supplies for the world's poorest nations. He argued that Europe has a duty to facilitate talks while simultaneously increasing pressure on Moscow.
On the domestic front, Merz highlighted the resilience of German businesses, noting that no company has left Ukraine despite the conflict. He framed continued support as being in Germany’s own interest, essential for national security and the broader European peace order. "I am campaigning for this to be understood by the majority of Germans," he said.
Zelenskyy thanked Merz for Germany standing by Kyiv's side. The visit coincides with announcements from US Special Envoy Steve Witkoff regarding a new round of talks between Russia, Ukraine, and the United States in Abu Dhabi next week. These discussions, to be held at the advisor level, will focus on post-war security arrangements, de-escalation, and humanitarian aid.
In Berlin, the German government is preparing to approve 200 million euros in additional winter aid for Ukraine. According to reports from Politico, the ruling coalition intends to introduce a request for "extra-budgetary expenditures" to the Bundestag next week. The funding will be split evenly between the Federal Foreign Office and the Federal Ministry for Economic Cooperation and Development.
The funds are designated to support Ukrainian power plants and other civilian infrastructure repeatedly targeted by Russian strikes. Merz noted that Germany aims to enable this additional winter assistance and energy support before the end of the year. The Bundestag’s budget committee is expected to approve the measure next week.
The urgency of the aid comes as Russia intensifies its offensive, leading to a clear rise in civilian casualties. In a recent attack on a school in Komyschuwacha, used as a distribution center and shelter, at least 31 people were killed and five injured. Among the dead were two aid workers and four police officers who died during a second wave of strikes.
Zelenskyy’s visit was secured by approximately 3,400 additional police officers deployed across the capital. Authorities warned drivers to expect significant traffic disruptions in Berlin. Meanwhile, the Berlin Security Conference began on Tuesday morning, with Lithuania as this year’s partner country. The conference is expected to focus heavily on the war in Ukraine and countering threats from Russia.
The decision to provide further aid has drawn sharp criticism from the far-left BSW party. Sahra Wagenknecht, founder of the BSW, described Merz’s pledge as "the next slap in the face for his own people," accusing him of issuing blank checks to Zelenskyy while cutting domestic services. She labeled the funds as "war prolongation money" at the expense of Ukrainians and Germans alike.
Claudia Wittig, co-fraktion leader of the BSW in Saxony-Anhalt, echoed these concerns, stating that millions in taxpayer money flow into Ukraine daily while German companies face bankruptcy. "More and more citizens, particularly in the east, are rejecting this policy," Wittig said. The BSW had previously joined with the AfD to pass a symbolic motion calling for an end to sanctions, weapons deliveries, and financial support.
Germany is now the largest supporter of Ukraine in its defense against the Russian invasion that began in February 2022. As diplomatic efforts continue in Abu Dhabi and Berlin, the German government maintains that sustained pressure on Moscow and robust aid to Kyiv remain the only viable paths to a secure European future.
