Kemi Badenoch Proposes Ending Childcare Benefit Cliff Edge
Conservative leader Kemi Badenoch proposed tapering childcare support for higher earners to replace the current cut-off at £100,000 of individual income.
Conservative leader Kemi Badenoch proposed tapering childcare support for higher earners to replace the current cut-off at £100,000 of individual income.
Conservative Party leader Kemi Badenoch disclosed plans to remove the so-called “childcare cliff edge” during a visit to a nursery in Wythall, accompanied by Bromsgrove and the Villages MP Bradley Thomas.
The Leader of the Opposition visited The Wendy House Day Nursery, where she met parents, nursery staff and childcare providers to discuss the financial pressures facing working families and the challenges affecting the early years sector.
During the visit, Mrs Badenoch outlined a Conservative policy proposal to ensure eligible working parents would no longer lose access to government-funded childcare and Tax-Free Childcare support when their earnings exceed £100,000.
Under the current system in England, parents can lose eligibility for the 30 hours of funded childcare if either parent has an adjusted net income of over £100,000 a year. The same individual income threshold applies to the Tax-Free Childcare scheme.
This can leave some families facing a substantial increase in childcare costs when one parent’s earnings rise above the threshold, potentially making a pay rise or promotion less financially rewarding.
Mrs Badenoch stated a future Conservative government would remove this restriction, restoring access to funded childcare and Tax-Free Childcare for working parents who meet the other eligibility requirements.
The Conservatives estimate the policy would cost about £700 million, which they propose to fund through savings from restricting the growth of public bodies, often referred to as quangos. The party says remaining savings would be used to reduce the deficit.
During the visit, Mrs Badenoch and Mr Thomas also met parents benefiting from the 30 hours of funded childcare available to eligible working families.
The pair held a roundtable discussion with early years professionals and private nursery providers, hearing about the day-to-day challenges of operating childcare settings and the importance of supporting working parents.
Following the visit, Mr Thomas praised the nursery and welcomed the proposed policy change.
“Whilst in Wythall with Kemi, we visited The Wendy House Day Nursery. It’s a superb nursery providing first class childcare.
“We heard from parents who are benefitting from the 30 hours of funded childcare that was introduced by the previous Conservative government. Enabling parents to work is key to delivering a stronger economy.
“nevertheless, it’s not right that the tax system punishes parents for working harder. That’s why Kemi will abolish the childcare cliff edge, making aspiration pay again.”
Samantha Back, Setting Manager at The Wendy House Day Nursery, welcomed the opportunity to discuss the sector’s needs directly with the Conservative leader and local MP.
“We were delighted to welcome Kemi Badenoch and Bradley to The Wendy House Wythall. It was really valuable to have an open and honest discussion about the challenges and opportunities within early years, and to be able to share first-hand what running a nursery looks like day to day.
“Early years plays such an important role in children’s development and in supporting working families, so it was encouraging to have the opportunity to speak directly about what the sector needs to remain strong and sustainable.”
The visit brought the national debate over childcare affordability to Wythall, highlighting the importance of accessible childcare to families balancing employment with the cost of raising young children.
The proposed changes remain a Conservative Party commitment rather than government policy and would require implementation by a future Conservative administration.
